Godrej Verano, Sector 63A: what the RERA file shows, and a possession date two and a half years apart

624 homes in four 40-storey towers, on land that was licensed for affordable plots until 2025. We read the HARERA file, the land deed and the approved drawings. Here is the site, the units, the access, the money, the builder's record, and the questions to ask before you book.

Godrej's official render of Godrej Verano: the upper floors of three white-framed residential towers with glass balconies and lit crowns against a sunset sky.
Godrej Properties' own render of the Verano towers, from the project page on godrejproperties.com, marked by Godrej as an artist's impression and not a site image. It is the only project-specific image Godrej has published so far: the page carries no gallery, master plan, floor plans or brochure, and its amenity pictures are labelled stock images. HARERA's hearing on 3 August 2026 recorded that only the boundary wall was under way on site.

The short version

A registered Godrej launch with a clean title, and three things the brochure will not tell you

Haryana RERA's Gurugram bench registered Godrej Verano on 11 August 2026. The certificate is GGM/1081/813/2026/53, the state registration is RERA-GRG-2274-2026, and the full file sits on HARERA record 4204, uploaded on 13 August. The promoter is Godrej Properties Limited itself, not a project company. The registered phase is 9.65 acres of an 11.356-acre colony in the revenue estate of village Ullawas, which straddles Sectors 60 and 63A. It holds four towers of 156 flats each, 624 homes in all, plus six small commercial units. The filed cost is Rs 2,935.78 crore and the filed completion date is 31 August 2033.

The basics are reassuring. Godrej owns the land outright through a registered sale deed. A lawyer's title search found no registered encumbrance. A chartered accountant certifies that the company had no loan defaults as of 31 May 2026, and the environment clearance and building plans were in place before the application. That is a cleaner file than most launches we have reviewed.

Three findings deserve your attention before the price list does. First, the possession date depends on where you read it. Godrej's project page says "Possession March 2031". The RERA application, the sworn affidavit and the CA-certified form all say 31 August 2033. Only the RERA date binds the promoter. Second, Phase 1 is not one piece of land. The approved zoning plan shows three separate parcels, divided by public village paths and a nallah. The towers sit on one parcel, and the pool and clubs on the other two. Third, more than half of the floor area is bought or bonus. The towers reach 40 floors because Godrej added transferable development rights and purchasable FAR on top of the base allowance. None of these is a reason to walk away. Each is a reason to ask a specific question, and the rest of this note shows you where each one sits in the public record.

The land

From an affordable-plot licence to 40-storey towers in four years

This land was not originally meant for luxury flats. The sale deed and the DTCP licence trace its path, step by step. On 24 December 2021 the Town and Country Planning department granted licence 116 of 2021 to Fortunea Infrastructure "for setting up of an affordable plotted colony under the Deen Dayal Jan Awas Yojana". DDJAY is Haryana's scheme for small, low-cost plotted colonies. On 20 August 2024 Fortunea applied to migrate the whole 11.35625 acres to a group-housing colony under the New Integrated Licensing Policy of 2022 (NILP). DTCP granted the new licence, 129 of 2025, on 23 July 2025, valid to 22 July 2030.

Godrej came in at the end. DTCP gave in-principle approval to transfer the licence and change the developer to Godrej on 6 February 2026. The sale deed was registered at the Wazirabad sub-registrar on 2 March 2026 as document 20518. Two days later Godrej told the stock exchange it had bought the land outright, with a revenue potential of "over INR 4,500 crore".

How the parcel moved from an affordable-plot licence to a 40-storey group-housing project. Dates from the DTCP licences, sale deed 20518 and HARERA record 4204. The gold markers are the two possession dates, which do not match.

The deed puts numbers on the deal that the exchange filing did not. The transaction value is Rs 1,053.54 crore, about Rs 92.8 crore an acre. The collector-rate value recorded on the same deed is Rs 58.87 crore. That is the government's minimum valuation for stamp purposes, and licensed land with development rights trades far above it: here the price was about 18 times that figure. Stamp duty was Rs 73.75 crore, which is 7 per cent of the price. The payment table shows that Rs 150 crore of the price is a cheque dated 1 June 2027, so part of the land is being paid for after launch. The deed also records that the land had been mortgaged by Fortunea to a debenture trustee, IDBI Trusteeship Services, for up to Rs 280 crore under a 2024 trust deed. The trustee consented to the sale on 31 December 2025, on condition that Rs 490 crore of the price went into a designated escrow account. Godrej's title search, dated 19 March 2026, found the land free of registered encumbrance after the sale.

Two loose ends are worth one question each. HARERA's hearing record calls the seller "Fortunea Infrastructure LLP", while the licence and deed say "Fortunea Infrastructure Private Limited". The deed gives the company a 2024 incorporation number, which suggests a conversion from an LLP, but the file does not explain it. And one uploaded document is titled "entry of license and collaboration agreement in the revenue record", even though the deed is an outright sale. Fortunea has filed an affidavit stating that no building plans were sanctioned, no work started, nothing was sold, and no third-party rights were created under the old licence. That affidavit is the protection that matters: no earlier buyer has a claim on this land.

Site and units

Three parcels, four towers, and clubs across a public path

The DTCP zoning plan (drawing 12129, dated 1 May 2026) is the document that shows what you are buying into, and it is the one most buyers never open. It splits the 11.356-acre licence into Phase 1 (8.517 acres), Phase 2 (1.703 acres, "future development") and a 1.136-acre community site that goes to the state for public facilities. The RERA registration covers Phase 1 together with the community site, which is how the file arrives at 9.65 acres.

Phase 1 itself is three separate parcels. The biggest, on the east, holds all four towers in a north-south line, numbered Tower 4 at the north to Tower 1 at the south. A middle parcel holds a clubhouse (Club Building 2, ground plus two floors) and the swimming pool. A third parcel to the west, inside Sector 60, holds another club building and an open sport court. Between them run "3 karam wide revenue rastas", old village paths about 5 metres wide, and a nallah, which the plan crosses with a culvert permitted by the Gurugram municipal corporation on 28 January 2026. The project's environment clearance says any existing revenue rasta must stay open to the public and may not be diverted. In plain words: the pool and clubs are across public paths from the towers. We could not see on the drawings how residents will cross them, so ask Godrej to show you.

The approved DTCP demarcation, zoning and phasing plan for licence 129 of 2025, showing Phase 1 in three parcels, two Phase 2 parcels, the community site, revenue rastas, a nallah, the BPCL gas pipeline, a 24 metre road marked constructed and a 60 metre sector road with unbuilt 12 metre service roads.
The real document: DTCP's demarcation-cum-zoning and phasing plan for licence 129 of 2025, as uploaded to HARERA record 4204. Read the road labels yourself: the 24 m road on the south is marked "constructed", and both 12 m service roads beside the 60 m sector road are marked "not constructed".

The towers are tall. The environment clearance describes four towers of four basements, ground and 40 floors, with a maximum height of 152.25 metres. The approved site plan shows Towers 1 and 4 at ground plus 39 floors and Towers 2 and 3 at ground plus 40, with refuge floors at the 17th, 27th and 36th. Each tower has 156 flats, so the density is low for the height: about 280 persons per acre against a permitted 525. The plan provides 1,241 car bays against the 936 required for 624 homes, about two per flat.

The unit list in Form REP-I gives carpet areas, and they fall into four groups, one per tower. One tower has flats of about 110 square metres carpet (around 1,180 sq ft). One has flats of about 122 to 124 square metres (around 1,310 to 1,330 sq ft). The other two mix larger flats, of 128 to 151 and 135 to 195 square metres, with a few penthouses of 213 to 348 square metres (up to about 3,740 sq ft). Godrej markets the project as 3, 4 and 5 BHK. Across all 624 homes the average carpet area works out to about 1,454 sq ft. Phase 2 is not part of this registration. The environment clearance mentions "15 residential plots (G+2)", which fits Godrej's exchange filing about "low-rise and high-rise" homes, but what Phase 2 becomes is not on record yet.

On finishes, Part H of the form commits to vitrified tile or marble in the living areas, laminated wood floors in bedrooms, anti-skid tiles in toilets and a modular kitchen with hob and chimney. Wardrobes and air-conditioning are marked "NA", meaning they are not promised. If a sales executive tells you otherwise, get it written into your agreement.

Floor area

Why 40 floors fit here: more than half the floor area is bought or bonus

Under the NILP licence, the base residential FAR on this land is 1.25. That gives 56,297 square metres of floor area, nowhere near enough for four 40-storey towers. The approved site plan's area summary shows how the rest was added. A 12 per cent bonus comes for an IGBC Gold green-building rating. A further 0.25 of FAR comes from a purchasable development rights memo. The largest addition is 100.09 per cent of transferable development rights (TDR), bought through four TDR utilisation certificates listed on the drawing. Together these take the permitted residential FAR to 2.62, or 118,381 square metres.

The FAR stack printed on the approved site plan ST-01 (HARERA record 4204). TDR is development rights generated elsewhere, usually from land given up for public use, and sold to developers to build higher.

This is legal and increasingly common in Gurugram. It matters to a buyer for two reasons. The 12 per cent IGBC bonus is a commitment, not a brochure line: if the project needs a Gold rating to keep its approved floor area, that rating becomes something the promoter has to deliver before completion. Ask how it is being tracked. And a project built at twice its base density puts more people on the same roads, water and sewer connections than the sector plan originally assumed. That is our inference, not a finding in the file, but it is why the access and services sections below matter.

Access

A 67-metre frontage on one road, and a gas pipeline at the corner

Despite the "Golf Course Extension Road" in the marketing, the site does not front that road. On map data, Golf Course Extension Road runs about 2 km to the north. Godrej's own page puts the Grand Hyatt on that road at 2.2 km. The towers' parcel reaches public road only at its southern tip, a 67.05-metre frontage on a 24-metre road that the zoning plan marks as constructed. The site plan shows the entry there.

The bigger road is less helpful than it looks. A 60-metre sector road runs north-south to the east, and the plan marks it constructed. But between it and the tower parcel lie vacant land and a 12-metre service road marked "not constructed", so the towers have no direct entry from it today. At the HARERA hearing on 3 August 2026, Godrej's representatives stated that the site "is connected through a 24-meter wide metaled and motorable road", so no separate road-access permission was needed. They filed an affidavit to that effect. Yet the external-services table in Godrej's own Form REP-I answers "No" against "Roads: already connected". Satellite imagery from October 2025, as we read it, showed the road along the southern edge as unpaved. It may well have been built since. Drive it before you book.

The licence also carries a condition to "maintain the ROW of BPCL gas pipeline passing underground of the applied site and not raise any construction" over it. The pipeline crosses the eastern corner of the tower parcel and the 24-metre road near the entry. Underground pipeline corridors are common in Gurugram's new sectors and are regulated. The practical effect is that this strip stays open ground. Ask where the corridor sits relative to the tower you choose.

Distances below are our free-flow routing on OpenStreetMap data, so peak-hour times will be longer: Golf Course Road and the Rapid Metro station at Sector 55-56 about 3.5 km (5 minutes), Sohna Road at Vatika Chowk 8.8 km, IFFCO Chowk 10.3 km, Cyber City 15 km (18 minutes), and IGI Airport Terminal 3 25.4 km (about 32 minutes). The proposed Sector 56 to Pachgaon metro line would run along this corridor, but it is still at the project-report stage and has not been sanctioned. Do not price it in.

Neighbourhood

An established corridor, still with farmland at the edges

The pocket is part of the Golf Course Extension Road belt that has filled up over the past decade. Anant Raj's Estate township lies in Sector 63A, DLF The Arbour in Sector 63, and M3M Golf Estate about 5 km away in Sector 65. In the October 2025 imagery, the land around the parcel was still a mix of villa rows, under-construction projects and open fields. For hospitals, Artemis in Sector 51 is about 6.9 km, Paras in Sector 43 about 8.3 km, Fortis in Sector 44 about 8.9 km and Medanta in Sector 38 about 11.6 km (all our routing). Heritage Xperiential Learning School is about 1.7 km away in a straight line, and Godrej lists Shri Ram School at 3.2 km. For shopping, Worldmark is about 5.4 km and AIPL Joy Street about 4.9 km.

Two civic issues are worth knowing. Golf Course Extension Road floods in heavy rain: it stalled traffic in July 2025 and appeared on the city's waterlogging list in June 2026, according to news reports. And Gurugram's water supply is under strain. A report on 5 October 2026 said the Punjab and Haryana High Court had sought a GMDA report on a petition citing a shortfall of about 100 million litres a day. The environment clearance bans groundwater use during construction. It also says possession cannot be given until GMDA's water, sewer and power connections are in place. That protects you on paper. In practice, it is another way the 2033 date can slip.

Amenities

Three clubs on the drawings, a "Miami" theme in the marketing

Godrej markets Verano around a Miami theme with three clubs, a Beach Club, a Racquet Club and a Business Club. The drawings confirm three club buildings, a swimming pool with a "beach club" pool section and changing rooms, and an open sport court, spread across the three parcels as described above. The Form REP-I budgets Rs 60.06 crore for the community centre alone, the largest single line in the internal-services estimate. Note what the file leaves blank: the clubhouse, shopping area, school and dispensary lines all say "yet to be prepared". The amenity images on Godrej's page are labelled stock photographs. Until there is an approved club plan with a list of facilities, treat the amenity list as a promise to be written into your agreement.

The file

Three approvals still pending, with Rs 50 lakh riding on them

The registration was granted with work still to do. At the 3 August hearing, Godrej undertook to obtain the fire scheme approval and the approved service plans and estimates within six months of registration, which means by about 11 February 2027. It deposited two demand drafts of Rs 25 lakh each as security, forfeitable if it misses that deadline. It must also file an approved electrification plan within three months, by about 11 November 2026, and obtain mining permission before construction starts. The statutory-approvals table shows the electrification plan, the service plan and the fire scheme as applied for in July 2026. The licence, the GMDA water, sewer and storm-water assurances, the forest NOC, the airport height NOC, the building plans (BR-III, 2 July 2026) and the environment clearance (30 June 2026) are all marked obtained. As of the hearing, only the boundary wall was being built.

The money controls are standard and fully set out. Godrej has opened three HDFC Bank accounts at the Golf Course Extension Road branch: a master collection account, the separate RERA account that must receive 70 per cent of buyer payments, and a free account. Withdrawals from the RERA account need certification by an engineer, an architect and a CA. The licence adds a newer Haryana rule: 10 per cent of every buyer payment is deducted automatically towards the External Development Charges owed to the state.

"The liability for the non-receipt of any of the statutory approval shall be that of the promoter and in case of delay, compensation as per law may be given to the allottees."

That sentence is part of every Form REP-I in Haryana, and it is the one to remember here. Godrej has promised a 2033 completion with three approvals still pending. If those approvals cause a delay, the delay is Godrej's problem in law, not yours.

The money

What the cash flow implies about price, and the payment plan that is not in the file

Godrej's CA-signed cost split is: land Rs 1,035.63 crore, construction of the apartments Rs 1,532.72 crore, infrastructure Rs 134.36 crore, and EDC, taxes and levies Rs 233.07 crore, for Rs 2,935.78 crore in total. By the application date it had already spent Rs 917.40 crore, almost all of it on land. The quarterly schedule loads most construction spending into 2029 to 2032.

The cash flow statement filed with HARERA is more revealing. It projects total inflows of Rs 4,937.97 crore against the Rs 2,935.78 crore cost, a projected surplus of Rs 2,002.19 crore. Divide the inflow by 624 homes and the average works out to about Rs 7.9 crore a home, or roughly Rs 54,000 per sq ft of carpet area across the project. That is our arithmetic on Godrej's own projection, not a price list. It does line up with the one public price, "3 BHK from Rs 5.91 crore" for the smallest flats, which comes to roughly Rs 50,000 per sq ft of carpet. Use it as a cross-check when you see a quote.

The payment plan is not in the public file, and it rarely is. Section 13 of the RERA Act caps what Godrej can take before a registered agreement for sale at 10 per cent of the price. With completion filed for August 2033 and almost nothing built, a construction-linked plan, where you pay as floors and milestones are certified, keeps your money in step with the work. A time-linked plan, where you pay on calendar dates whatever the progress, shifts the risk of delay onto you. If you are offered a time-linked plan with a large discount, weigh the discount against seven years of possible slippage.

The builder

A strong balance sheet, an uneven Gurugram delivery record, and a filing that contradicts itself

Godrej Properties is one of India's largest listed developers. ICRA reaffirmed its long-term rating at AA+ (Stable) on 2 September 2026. According to market reports of its results, the company booked a record Rs 34,171 crore of sales in FY26, and its net debt stood at Rs 7,637 crore on 30 June 2026, up from Rs 6,414 crore in March. Its financial ability to fund this project is not in question.

Its Gurugram delivery record is more mixed, and much of the evidence is in public orders:

Godrej Habitat, Sector 3. In the Verano file's own track-record section, Godrej lists its original completion date as 25 February 2023 and its "likely" date as 23 August 2026, about three and a half years later. The project has been extended twice. We found no occupation certificate on record as of this writing, although that date has now passed. HARERA orders in Complaint 6598 of 2022 and Complaint 969 of 2023 went against Godrej on cancellation disputes in this project.

Godrej Icon and Oasis, Sectors 88A and 89A (a Godrej-branded collaboration). HARERA ordered refunds with interest at 11.10 per cent in Complaint 2384 of 2022 and connected cases, decided on 14 February 2025, for failure to deliver on time. An appeal is pending.

Godrej Summit, Sector 104. In a stock-exchange filing on 2 August 2023, Godrej disclosed chloride in the concrete, which raises corrosion risk in the steel. It set aside Rs 155 crore for repairs and claims and offered owners buybacks or rent. Separately, the national consumer commission ordered refunds in October 2024 over a promised road that was never built, as reported by Bar & Bench.

Godrej Air, Sector 85. In April 2024 HARERA rejected an extension application for one phase and froze the project account, PTI reported at the time. A later HARERA notice records an extension to June 2025.

The Verano file itself has two flaws worth noticing. Godrej's litigation reply lists seven pending HARERA complaints against the company under Section 18, which covers refunds and delay interest. Two of them are marked "settled". The track-record section of the same application answers "No" to pending litigation for every past project it lists. The reply does not say which projects the seven complaints concern. And the track-record row for Godrej Samaris repeats Godrej Zenith's cost figures to the last decimal, Rs 2,42,801.11 lakh, which looks like a copy-paste error. Neither changes the legal position. Both suggest that buyers should read Godrej's forms as carefully as anyone else's.

The balance

What works, and what to watch

In its favour

  • Fully registered, with the land owned outright by the listed promoter and a clean title search.
  • Environment clearance, building plans, airport and forest NOCs, and GMDA service assurances already on file.
  • The old licence's holder swears nothing was ever sold, so no legacy buyers have a claim.
  • Low density for the height, about two parking bays per flat, and large carpet areas.
  • An AA+ rated promoter with the balance sheet to fund construction.

What to watch

  • Marketing says possession March 2031; RERA says 31 August 2033.
  • Phase 1 is three parcels: the clubs and pool sit across public village paths from the towers.
  • One 67 m road frontage; the 60 m road's service road is not built; REP-I answers "No" on road connection.
  • Fire scheme, service plans and electrification still pending, with Rs 50 lakh at stake.
  • 52% of residential FAR is TDR, purchased or green-bonus area.
  • Godrej's Gurugram record includes Habitat's long delay and refund orders on other projects.

Do it yourself

Seven checks before you pay a booking amount

01
Put the RERA date in your agreement. The binding date is 31 August 2033 (RERA-GRG-2274-2026). If you are promised March 2031, ask for that date in the agreement for sale, with the Section 18 interest for any delay past it.
02
Ask how residents reach the pool and clubs.Open the zoning plan in HARERA record 4204. The amenity parcels are across 3-karam revenue rastas that must stay public. Ask Godrej for the approved crossing or connection.
03
Drive the entry road.Check that the 24 m road to the southern entry is built and paved, and find out from GMDA when the 12 m service road along the 60 m sector road will be built.
04
Watch two deadlines on the record.Electrification plan by about 11 November 2026 and fire scheme plus service plans by about 11 February 2027. Check the record's uploads. A missed deadline means the security is forfeited and the schedule is under strain.
05
Know your tower and its corridor.Ask which tower a unit is in, where the BPCL pipeline right-of-way runs relative to it, and what the carpet area in REP-I is for that unit type.
06
Insist on a construction-linked plan.Pay no more than 10 per cent before a registered agreement (Section 13). Match later payments to certified construction milestones, not calendar dates.
07
Get the specification list in writing. The form marks wardrobes and air-conditioning "NA" and the clubhouse plan "yet to be prepared". Anything the sales team promises beyond Part H needs to be in your agreement.

Verdict

Who this is right for, and who it is not

Verano is right for a buyer who wants a large, tall-tower home in the Golf Course Extension Road belt from a well-funded listed developer, who can wait until 2033, and who is happy to pay against construction milestones. On paper, the file is among the cleaner ones in this year's register: owned land, early environment clearance, a sworn statement that no earlier buyers exist, and a promoter with the balance sheet to finish.

It is not right for a buyer who needs to move in by 2031 on the strength of the marketing, or who wants one contiguous gated campus where the pool and clubs sit inside the same boundary as the towers. Nor is it right for anyone who would price in a metro line that has not been sanctioned. And it is a launch with approvals still pending and only a boundary wall on site, so anyone buying now is buying the file, not the building. Read the file before you pay.
